This assignment can be done in many ways like almost every other image editing procedures. There isn't one correct solution, it is the final result that counts. One simple solution is to select the outlines of the sign with Polygonal Lasso-tool. So that the text isn't selected you need to use Magic Wand-tool with shift-button pressed down. This way you have only selected the sign without the text and you can change the color of it.
